- HQs are now much easier to destroy

Fixes:

- added missing text strings for Polish version

- restored correct HQ placements for Plan X

- fixed bugged HQ movement

- fixed unit deployment and city supply

- fixed a bug where it will show there are unassigned commanders even if there aren't any

- Polish fleet moved to Gdynia

- created German fleets (on Western Baltic Sea and in Stettin)

- commander Albrecht added to German fleet

- base strength of HQ units changed from 10 to 1

- fixed bug with HQ lack of movement
